This just happened to me today. The laptop has only been used 3 or 4 times for an hr or so each. How do I turn on the laptop for starters? Why is this happening?

Hi there, Can someone please tell me how to make a complaint?  I have only managed to get two years out of a desktop now twice in a row. I bought Dell to buy quality but don't seem to get it.  I can't seems to easily be able to send in a complaint    Thanks
