Dell Latitude 5401 won't enter sleep mode

I bought a Latitude 5401 refurbished last month to replace my dying MacBook Pro, It's a great machine and all, but I've noticed that whenever I close or select the "Sleep" option on Windows, the fan still runs and most of the time the screen flashes back on after clicking "Sleep" without pressing any buttons.
This seems this behaviour is only occurring in Windows, because I installed Kubuntu on another SSD just for experimentation and it seemed to enter sleep mode just fine. I've also ruled out the RAM and SSD for this issue as the same issue persists with those components changed out for known-good spare parts and I tried both Windows 10 & 11 but they still have the same issue. Hibernation works fine but not sleep.
The computer is running the latest BIOS revision (1.30.0)
