Do I need an AVR to charge New Inspiron 15 3535?

Hi. I'm looking into purchasing New Inspiron 15 3535. In my country, power outlets here are 220v. What is the power statistics for this laptop and  do I need an AVR to charge it? Please advise. Thank you
