Adapter to connect Dell docking station to Inspiron 15
My new Inspiron 3520 doesn't have a USB C port to connect to my dell docking station. Is there a female adapter I can get that works with the other USB ports on this machine?
At least as I read the specifications of this system, the model without a USB-C port will output video only over HDMI -- so you're correct; you cannot use an adapter to enable video output over USB from your system. There are ways to do this using a displaylink adapter, but if full dock functionality including video out over USB and powering the system over USB are important, and the system is new, return it and and order a system with those features. No docking station is going to add the features to a system that lacks them.
There are plenty of options in USB-A to -C form, but note that an adapter won't add video out -- most systems that don't have USB-C don't support video over USB.

Just to be sure I understand, are you saying this adapter will connect my laptop to the docking station (with its USB C plug), but if my monitors are connected to that docking station, this adapter still won't connect my laptop to the monitor? Sorry, I'm not sure what it means to 'add video out'. Thank you!!
