Inspiron 660 turning on and off

When I press the power button on my Inspiron 660 desktop, the light flashes white for a split second and the computer starts to turn on but after about a half second or so it turns off. The computer does this continuously until I hold the power button, turning it off. The green button on the back stays on, so I’m not too sure what it is. I’ve tried taking the ram out and putting it back in but that didn’t help. Can anyone help me out?

Could be motherboard failed POST.  Try reset CMOs jumper on motherboard and replace CMOs battery.  If it still does the on off dance, BIOS may be corrupted.  I have had two motherboard that did that.  Typically with bad ram, it would stall the POST (no Dell logo or stuck on logo screen) or causes random crashes.  Yours is not a crash because system barely turns on.  A dying psu with green light still on is another less likely possibility although typically with bad psu you could not turn on power at all and you would get an amber light on power button.

@geoacu  Did you hear 2 beeps from inside the PC case when you booted after removing the RAM modules? No beeps suggests a motherboard problem.

If what @redxps630 suggested doesn't help, it's possible the PSU is failing under load.
